In this article some results are presented on the practical application of the monitoring and evaluation methodology for the enforcement of the civil service legal framework: the dynamic analysis has been carried out for the indicators on the application in the central specialized bodies of the following staff procedures during 2010-2012: merit-based employment, including competition, probation for junior civil servant, performance appraisal and professional development of civil servants. Also, the recommendations are formulated on improvement of the monitoring and evaluation mechanism for the enforcement of the civil service legislation.
