The objective of Total Quality Management is to increase the efficiency and effi­ cacy in order to satisfy the clients' interests. The system of Total Quality Management can be introduced as a result of a supe­ rior management decision. In Public Administration, this is a decision that belongs to politicians. The arguments (reasons) that support the idea to implement the Total Qual­ ity Management are based jn the sollowing: costs reducing, income increasing, produc­ tivity growing, linage improving; competitiveness uncreasing, environment impraving; proactive position (a better planning allows the a efforts' concentration in solving the most important problems and reduces the time dedicated to „trutting ant the fire").
