Republic of Moldova is in a process of change in which all the aspects economic, social, political, civic experienced a new dynamic in trying to adapt to present conditions. Administrative decentralization and local autonomy is one of the priorities of the Moldovan government. The decentralization process comes to giving local authorities powers and duties in three areas: political, administrative, organizational and financial. These powers need to be exercised in conditions of autonomy, involving freedom of decision making and the exercise of powers with respecting legality, provisions of national, regional and sectoral policies.
