Survey as a group interactive teaching technique Smooth running of the educational process and the results depend a great deal on the methods used. The methodology of teaching offers a great variety of teaching techniques that the teacher can make use of in the teaching/learning process. Such techniques as brainstorming, the cube, KLW, case study, Venn diagram, and many other are familiar to the teachers and they use them effectively in the classroom. The present article proposes a technique called ‘survey’, which has been successfully used by the author as a student-centered speaking activity in foreign language classes. It has certain advantages especially if used in large groups. It can be adapted for any other discipline in the case when the teacher wishes to offer the students space forcooperative activity and creativity. -
The general principles of European Union law - a source of inspiration for the development of a modern administrative law in the Republic of Moldova To attain the quality of public administration that Moldova needs in the 21st century, the upcoming modernisation of public administration must include the development of a modern, sophisticated administrative law. The general principles of European Union law, unwritten principles reflecting the common European legal heritage that have been worked out and elaborated in the jurisprudence of the European Court of Justice, present a valuable source of inspiration to meet this challenge. Most principles serve to protect human rights or to implement the rule of law in the Union. The latter group includes the principles of legality, legal certainty and clarity, the protection of legitimate expectations and a couple of specific principles for a fair administrative procedure (in particular the right to be heard, the right of access to one’s file and the obligation of the authority to state reasons). Of particular interest are those principles that focus on ensuring the effectiveness, the „effet utile” of the law - a central concern in a system based on the rule of law. -
Formation of regional administration system in Ukraine taking into account the european experience The article analyses the regional administration formation and evolution in Ukraine after the independence reestablishment in 1991. In particular, the main problems of present administrative-territorial organization are revealed, the directions for further local self-government transformation according to European standards are outlined and the prospects for decentralization reform launched in 2014 are evaluated. -
Intercultural communication in the academic environment: blockages and solutions The globalization process, which originally dominated only the economic sphere, subsequently led to profound social, political and cultural transformations, having a significant impact on culture and identity and influencing inter-ethnic and interconfessional relations in multicultural and multilingual environments. Culturally, globalization makes its effects felt by the tendency to undermine minority cultures through cultural homogenization, change of the national value model and the emergence of hybrid cultural forms. More and more frequently, the consequences of cultural globalization are discussed contradictorily. They are materialized in a ,,specific set of values and beliefs, widely shared throughout the globe.” -
Analysis of the government legal framework that regulates medical services in Ukraine The article provides an overview of Ukrainian and international government legislation that regulates the activities of central executive bodies which formulate and implement policies in the field of health care services and healthcare providers. The accent on importance of studying the topic of quality medical services accessibility to the population and the proposed modernization of the health care sector financing system in the context of health care reform in Ukraine was evaluated. -
How to dynamicaly model a devolopment of e-government system Electronic government or the term of e-government aims to improve and increase the accessibility of information, transactions, and government services by using the information and communications technologies (ICT) including the computers, the Internet, automation equipment and mobile devices. The main aim is to provide and satisfy the population needs with the focus on improvement of the e-government area. The authors introduce the potential approach for defining the system as a dynamic system of development the area of e-government. The procedure for solving the dynamic model, described in the article, that uses contemporary mathematic methods of so-called ,,Differential Equations Theory” with delayed argument, can be successfully used for both modelling further specific economic relations and for economic models in general and also in various conditions. -
Essence and main characteristics of administrative services The article analyses the formation of the conceptual basis of the definition of ,,service” and ,,administrative service”. In particular, the characteristics that most distinguish services from manufactured goods are revealed. The main features and characteristics of administrative services are identified. It is noted that the issues of providing public services to the population are included in the legislation of the European Union. -
Analysis of international experience related to energy saving in the field of communal services The article analyzes the foreign experience in providing energy saving in the sphere of housing and communal services and studies the most effective practices in energy saving of the leading countries of the world. The basic directions of reforms and realization of measures on energy saving in housing and communal services are determined. The attention was focused on the importance of using the innovative thermo-modernization projects of housing stock and alternative energy sources in housing and communal services. -
Modelling in public economics due differential equations with delay This paper focuses on describing the basics of modelling in economics. The results of this field of science often lead to the solution of ordinary differential equations (ODE). However, models constructed in this way are not always close enough to reality. In order to be able to better model real situations, in addition to the current states of variables, we also consider their behaviour in the past, which then leads to change of the model to a system of functional differential equations. We often include dependence on the past in the models with shifted arguments, in that case we are talking about the so-called differential equations with a delay (DDE), which cannot be solved using standard methods for solving ODE. This article also introduces DDE, along with a basic method for finding a solution and illustrative mod. -
,,PeaceMaker” game as a tool of solving Israeli-Palestinian conflict This article is going to explore the paths students have taken to solve the conflict between Israel and Palestine. Considering that the students are Israelis and have a background of gaming, in the game called ,,PeaceMaker” they will try to solve the Israeli-Palestinian conflict by satisfying both sides of it. Each player would win if she successfully manages to please each side of the conflict when construction, politics, and security are considered. This idea of a game is a brilliant and touchy one, because it is going to expose each ,,player’s” feelings, emotions and views of the whole conflict idea, where she stands and what is her background. Being exposed to both sides of the conflict is going to even raise the difficulty of the game, since it will eventually make players to go against their own background and agendas if they are going to play the other side. -

Theoretical and conceptual approaches to the role of national and regional security on ensuring stability in Eastern Europe Events in Europe in the last decades of the twentieth century (the fall of the Berlin Wall, the unification of Germany, the abolition of the Warsaw Pact, the collapse of the communist bloc and the USSR) led to a reconsideration of Eastern European security. After the abolition of the Warsaw Pact, the ,,balance of power" strategy in achieving security no longer works and, as such, the Eastern European security system must be rebuilt in accordance with the new realities. The tendencies regarding the reorganization of the European security system are diverse and contradictory, each actor (state, group of states, organization) wanting to occupy a more advantageous place in order to be able to promote and, if necessary, to defend its own interests. This article aims to determine the main definitions and theories of national and regional security in the context of Eastern European stability. Also the authors are willing to identify some problems and trends in the region and to list the main actors who are responsible for dealing with challenging issues and how to avoid them. -
Turism medical: tendințe mondiale și priorități de dezvoltare internă Turismul medical este o industrie în creştere rapidă la scară globală. Există o tendință tot mai mare pentru cetățenii țărilor mai dezvoltate de a solicita servicii medicale în țările în curs de dezvoltare. Acest lucru este legat nu numai de politica de prețuri, care este mai loială, ci şi de sistemul de asigurări, de prezența listelor de aşteptare, de cadrul legislativ şi de religie. Nivelul înalt de acordare a serviciilor şi competitivitatea statului este rezultatul unei politici de stat eficiente. Articolul oferă definiția conceptului, terminologia turismului medical, ia în considerare tipurile şi direcțiile de dezvoltare a turismului medical, cadrul legislativ al Ucrainei pentru furnizarea anumitor tipuri de servicii medicale. Sunt luate în considerare riscurile şi laturile negative, problemele cu care se confruntă turiştii, provocările globale ale industriei şi perspectivele de depăşire a acestora. -
Conlucrarea instituțiilor în statul democratic. Modelul Uniunii Europene În acest studiu autorul explică poziția prioritară a instituțiilor pe agenda savanților din diverse domenii ale ştiințelor sociale. În teoria politică contemporană, la finele anilor ’90 a secolului trecut, în Occident redimensionarea teoretico-practică a instituțiilor politice devine prioritară, atât în interiorul statelor, cât şi în reglementarea relațiilor internaționale. Analiza diverselor abordări a instituțiilor politice/instituțiilor sociale i-a permis autorului să conchidă: guvernarea, inclusiv cea de coaliție, poate fi eficientă în condițiile conlucrării, cooperării, colaborării acestora şi a participării active a cetățenilor la procesul decizional. De asemenea, este importantă componenta culturală, morală a factorului de decizie, indiferent de nivelul practicat: local, national, regional, global. La baza activității conducătorilor instituțiilor statului, funcționarilor publici, autorul plasează tezele promovate de cărturarii moldoveni. -

Theoretical Approach of the International Business Environment The definition of international business is related to commercial transactions that occur across country borders. The exchange of goods and services among peoples and businesses is organized between multiple countries. The term is composed of two words; International has many meanings, among them external and global. The word Business has also various senses such as trade, transaction and commercial relations. This huge number of words and concepts describes the large field of affairs. International business means the exchange of goods, services, resources, knowledge and skills among other things between two or more firms and/ or countries. It can also denote the trade conducted across national boundaries for the profit of all parties connected on an industry. It refers to negotiated commerce and investment performed by firms across boarders functioning together at several levels. -
How Student Engagement Can Improve the Quality of Undergraduate Education Using Course Experience as a Mediating Variable The intent of this paper is to analyse the correlation between student engagement and course experience as a mechanism for improvement of the quality of undergraduate education. Traditionally, research focused separately on student engagement or course experience but it is to be argued that the later can be perceived as a mediating variable onto assessing student engagement as a tool for measurement and improvement of the undergraduate education. Additionally, is to be argued that the critique upon the student engagement and course experience concepts contributes to their further development. -
Strengthening the Legal Framework Regarding the Delimitation of State and Administrative-Territorial Units Public Property In the Republic of Moldova, there is currently a lack of a unitary, complex and appropriate to existing legal realities, legislative act that will take into account the trends, the experience and current scientific-practical achievements in the field of patrimonial relations of public entities, which will regulate in detail, clear and appropriately the main aspects of public administration activity in the field of public domain property management and private property. In the absence of adequate and unitary normative regulations that will regulate in detail the legal regime of public property, local public authorities in particular, face serious problems in their property management activity being very vulnerable in their relations with central authorities and control bodies. Moreover, the confusing and contradictory normative framework generates favorable conditions for systematic infringement of the patrimonial rights and interests of the local communities, as well as conflicts of competence between public authorities at different levels in the field of public property management, especially related to the delimitation of property by owners and categories. In this regard, several decisions of the Constitutional Court are relevant. They have repeatedly canceled several normative and legislative acts in the given domain and also alerted central public authorities on the need to improve the respective legal framework and bringing it into line with the constitutional principles of ownership, decentralization and local self-government. -

The contradictions underlying the issue, the essence and content of professional culture are addressed; proposals are made on the tools for training the professional culture of future civil servants in university study programs. -
Alternative Options for Local Public Services Management in the Republic Of Moldova The paper’s author analyzes several alternative options for local public services management in the Republic of Moldova, based on current legal framework and existing administrative practice. For this purpose, the need to choose an alternative management option was analyzed; alternative options were listed; and an analysis of each option was performed. The paper’s perceived need emerged from an existing situation, typical for the Moldovan local government, where management can only be one of the two traditional ones - direct or delegated, both generating enough problems (studied by the author in other publications). However, local government is often unaware of the fact that it has other perfectly legal alternative options. A reflection chart is included at the end of the paper in order to help local government select the optimum management option when it comes to the public services delivery. -
Socio-cultural integration of the Gagauz people into the Moldovan contemporary society: national and regional approaches Dupa obținerea independenței în 1991, Republica Moldova s-a confruntat cu doua mișcari secesioniste. Conflictul cu poporul gagauz s-a rezolvat pe cale pașnica, și a aparut prima autonomie din zona post-sovietica, UTA Gagauz Yeri, creata pe criterii etnice. Astazi, regiunea continua sa fie izolata de restul republicii din punct de vedere lingvistic și informațional, ceea ce reprezinta o provocare pentru viabilitatea proiectului de statalitate al Republicii Moldova. În acest articol sunt analizate in paralel abordarile naționale și regionale ale unor aspecte ale integrarii socio-culturale a autonomiei la etapa actuala. -
Demographic, economic and social characteristics of Israel minorities In this study, the author develops the idea that, in the last twenty years, in Israel, there is a significant gap in the infrastructure sector between the minority and the Jewish society. They affect the potential of Arab society for economic development, prompt local authorities to de-velop human and economic infrastructure that will integrate the Arab population into the Is-raeli economic fabric, including the contribution to the national product. Analysis of the experience of state support for the development of the eco-economy market in the countries of the European Union The global eco-economy market started to form only in recent decades, it shows high annual growth rates, significantly exceeding the growth of other sectors of the economy, and also opens up new market niches. The rapid development of the world economy actualizes the need to study the patterns of formation and mechanisms of state support for the eco-economy market. The introduction of management focused on greening, in particular, by entering the eco-economy market, has not yet become widespread, including due to the presence of problems with the choice of management tools that consider the specifics of this market. The article examines the experience of state support for the development of the eco-economy market in the countries of the European Union by the method of introducing environmentallyoriented innovations that contributed to solving current economic and environmental problems at the European level. -
