Impactul provocărilor economice asupra managementului și ergonomiei clinicilor medicale dentare For each individual, as for the entire community, health is the most important factor that ensures the evolution of life and activity. Therefore, maintaining health is not only a health problem, but also a major problem in economic and social development of each country. Moreover, health policy must be a key part of the government’s concerns and significant financial resources are spent in many countries. World Health Organisation is aware of the size of the problem combining global as well as local health policies, aiming to promote oral health together with the health of the entire body. Control of oral cavity diseases through prevention and treatment should focus on addressing common risk factors of oral and general diseases. Ergonomics play a fundamental role in dentistry, targeting human, environmental and technological factors as well. Upgrading healthcare (laser, CAD-CAM, RoboDent, etc.) represents a major objective nowadays, contributing not only to the early diagnosis and correct treatment, but also for maintaining the health of the dentist and increasing the professional efficiency. -
Государственно-частные инструменты наращивания стоимости институциональных элементов национального богатства This article investigates the question of assessment of the national wealth in sectors of economy. Studies the international practice of similar calculations, method of construction of the national and regional levels of government balance sheet. The directions of deepening the meaningfulness of analytical procedures for the non-financial and financial elements of wealth justified. Are examined the possibilities of expanding the number of elements of the calculation, which are valued with the assistance of market-based instruments. The composition of the elements of the consolidated balance sheet of the national economy is described in detail. Tools escalating cost of institutional elements are represented in the form of manifestation of public-private cooperation. Experience in building the consolidated balance sheet of the national wealth accounts for practical advice on the construction of the individual elements in the Ukraine and Great Britain -
Măsurători ai bunăstării și prosperării Well-being, welfare or wellness is a general term for the condition of an individual or group, for example their social, economic, psychological, spiritual or medical state; a high level of well-being means in some sense the individual or group’s experience is positive, while low well-being is associated with negative happenings. In economics, the term is used for one or more quantitative measures intended to assess the quality of life of a group, for example, in the capabilities approach and the economics of happiness. As with the related cognate terms ‘wealth’ and ‘welfare’, economics sources often contrast the state with its opposite. -
Managementul resurselor de sol – baza fundamentală a dezvoltării durabile pentru Republica Moldova Integrated management of soil resources and local community infrastructure of the Republic of Moldova can be resolved at the state level with strengthen the efforts of all participants from administrative, scientific and industrial sectors. The benefits of this action can be obtained by aggregation of factors and consequences that have or may be held as a result of regulatory decisions in order to create a favorable climate for management in the structure of local government, with optimal results for the development of national economy. -

Rolul autorităţilor administraţiei publice şi altor actori sociali în organizarea şi dezvoltarea serviciilor sociale pentru persoane în situaţii de dificultate This article is devoted to social services, which are tackled as a form of social assistance, as a result of the continous objectives of National Program on creating the integrated social system for 2008- 2013, the strategy of social inclusion of persons with disabilities. As a result of the ratification of the UN Convention on the Rights of Persons with Disabilities by Law nr. 166- XVIII of July 9, 2010, which has marked 5 years since its ratification, in the period from 5 to 10 July 2015, within the framework of International Scientific- practical conference on the topic ,,Five years after the ratification of the UN Convention on the Rights of Persons with Disabilities. Practical and Judicial aspects’ analysis.’’ At this time, the creation and development of new community social services is a ceaseless process, alternative institutionalized social services (residential) for children and adults, which are considered more efficient and less expensive for this system. They are meant to keep people or families in difficulty in an organizational propinquity to the community, having as a main objective the marginalization’s prevention, social ex¬clusion and facilitating the integration of beneficiaries in the family and community for improving their quality of life. The role of the organization, operation and development of social services reverts to: Ministry of Labor, Social Protection and Family and other Ministries, local public ad¬ministration authorities of level I and II, territorial structures of social assistance and their subdivisions with other social actors, associations, foundations, non-profit pri¬vate institutions, registered and accredited in accordance with the legislation in force, with the activity in the social sphere -
Natura juridică plurivalentă a „detaşării” în cadrul raporturilor de muncă In the present article the authors distinguished some ways through which the posting is implemented under the R. Moldova labor law in public and private sectors. So, the basic rule on posting within the legal employment is the written consent of the employee to be sent temporarily (usually up to one year but not more than 5 years) by his employer (legal entity) to another employer (also a legal entity) to carry out certain activities, with the guarantee of keeping a salary not lower than the one received on the main job, as well as the costs of travel, accommodation etc. If in private sector, private labor relations, the refuse to be posted does not constitute grounds for dismissal, then in the public labor relations, the civil servants are forced by the law, in most ca¬ses, to accept posting („on duty”) to another public authority, under the legal threat of dismissal. While analyzing different special laws, there were established a variety of forms of posting: besides the typical form of posting from Labor Code, the law provides a complex form called „transfer posting”, an employment relationship specific for diplomatic missions. The authors provide, de lege ferenda, that it would be appropriate that such employment relationship to be regulated also in private sector. -
Descentralizarea în Franţa: o restructurare progresivă a puterilor locale L’expérience des réformes précédentes, les débats récents sur l’impact fiscal de la réforme de decentralization ou sur la place définitive de État dans la nouvelle organisation des pouvoirs locaux montrent toutefois que la decentralization est « un art tout d’exécution » qui doit démontrer, dans la pratique des nouveaux instruments juridiques et dans l’exercice des compétences locales, qu’un équilibre stable a pu être trouvé entre une tradition institutionnelle encore vive, une attente sociale qui se réfère souvent à l’État et les besoins d’une démocratie moderne. -
Relațiile publice - instrument de promovare a imaginii instituţiilor publice The activity of „public relations” is a necessary request for any organization, in order to reach the imposed objectives, a inherent condition of its efficient functioning, able to settle the most important inter-human relationships. The public relations represents the premise in order to exercise the management activity and the management process functions. Only by means of an efficient communication are the planning and programming, the coordination and control, the motivation, consulting and active participation of the organization members possible, capable to accomplish the aimed goals. Every single moment belonging to the organization activity is based on the efficient communication and construction of the image, as a modality to focus and correlate the efforts. In this article we try to underline the importance of communication strategies in activity of public institutions for a efficient construction of its image in the new reality. -

Accesul liber la justiţie - drept fundamental cu valoare de principiu constituţional Free access to justice is legislatively and tacitly recognized by theorists as a right - constitutional principle through which the exercise of fundamental human rights and freedoms is guaranteed and seen as both an essential prerequisite to the existence of the rule of law and a principle that governs the organization and functioning of justice. In accordance with the constitutional provisions both in Romania and Moldova, a free access to justice is conceived as a fundamental right of every person to be able to appeal to a court of justice to protect the rights, freedoms and legitimate interests guaranteeing that the execution of this right cannot be restricted by any law. -
Experienţa statelor Uniunii Europene în dezvoltarea managementului urban Cities have been acquiring worldwide political importance and many are protagonists of the global economy. For the first time in 2001, a city’s mayor spoke in the General Assembly of the United Nations. Some cities are given the opportunity to become main players in the political, social or economic sphere. Other cities carry out leading roles in their countries or at regional level. No matter at which level, an urban system is a complex reality. Cities are places where multifold phenomena concentrate, usually in mutual relationship. Urban centers are places for people to commute, to work, to enjoy themselves, to rest, to inhabit, and so on. Urban centers welcome every day or night the commuter, the businessman, youth, the elderly, families with children and so on. This multitude of functions, actors and their requirements pose continuous challenges to our metropolitan regions. There is a need for innovative approaches capable of tackling the urban reality. This article strives for answers by means of a holistic approach towards urban management. Real cases and comparative analyses are employed during the investigations. -
Aspecte de asigurare a securităţii naţionale a Republicii Moldova în contextul agravării situaţiei geopolitice din regiune This present study reflects on some aspects of the national security policy of the Republic of Moldova in the light of the new evolutions in the regional security situation. The article highlights to which extent the developments in the region may have an impact on the national security of Moldova and it emphasizes the measures that need to be taken by Moldovan authorities in order to ensure and preserve the national security of the country. In this respect, the study approaches economic and social aspects of the national security, as well as it approaches the cooperation with the country’s partners in the process of ensuring national security by means of safeguarding regional security. -

Comerţul exterior şi aportul misiunilor externe ale Danemarcei Denmark recorded a trade surplus of 6897.20 DKK Million in October of 2014. Balance of Trade in Denmark averaged 1483 DKK Million from 1960 until 2014, reaching an all-timeheight of 10821.40 DKK Million in October of 2013 and a record low of -2969 DKK Million in December of 1985. Balance of Trade in Denmark is reported by the Statistics Denmark. Danish economy depends heavily on foreign trade. Denmark is self-sufficient in energy producing, oil, natural gas, wind and bioenergy. Its principal exports are machinery, instruments and food products. Denmark imports mainly machinery and equipment, raw materials and semi manufactures for industry, chemicals, grain, foodstuffs and consumer goods. Trade with other EU countries accounts for almost 69% of its exports and 74% of its imports. Germany is Denmark’s most important trading partner. -
Obligaţii extrateritoriale ale statelor-părţi la tratatele în domeniul drepturilor omului International jurisdictions and other bodies invested with the noble task of human rights protection developed distinct practice on the extraterritorial applicability of international treaties of that field. In the present paper, acceptations and characters of extraterritorial obligations of the statesare analyzed, as well as their interpretation given the different systems of human rights protection (global and regional) in order to prove the specific legal nature of such obligations and to enlighten the common frames used by competent authorities to assure practical and effective guaranteeing of human rights all over the world. It is to be mentioned that the extraterritorial obligations contracting states have could be met practically in any specific system of human rights protection, as it is proved infra. -

Impactul noului sistem de elaborare a bugetelor unităţilor administrativ-teritoriale asupra modului de administrare a resurselor bugetare The present article contains the opinions of the author, who studied the process of implementation of the new system of budget development of administrative-territorial units in the districts Riscani and Ocnita, which were subjected to piloting in 2014. As result of the analysis made with the help of a set of quantitative and qualitative indicators and by using the comparative procedure of the new system with the old one, the author synthesizes some opinions, in which advantages and disadvantages of the new system are found. Generally, the author concludes that the new system of local budget development leads to the strengthening of financial autonomy and raises the responsibility of local public authorities in capitalizing new sources of revenues to the local budget. -

It is a guarantee,which ensures that no innocent person is condemned. It also guarantees the responsibility of the judicial bodies to administer the proper evidence to prove the accusation and to conclude, in case of the absence of such evidence, the innocence of the accused. -
Sectorul bancar al Republicii Moldova – principala ameninţare în adresa procesului de implementare a Acordului de Asociere RM-UE One year since the signing of the Association Agreement, the Republic of Moldova woke up in a situation with several shortcomings that seriously affect the implementation of measures of the EU-Moldova Association Agreement. Some of them are: corruption; justice; banking sector; external funding; lack of visible positive effects. In this article, we present a list of shortcomings and challenges and then draw some fundamental conclusions. Finally, in order to boost the process of applying the provisions of EU-Moldova Association Agreement, we propose some recommendations to the Government to be invested. At the same time, we would like to share a series of recommendations for the European Union and the development partners in Moldova. -

Buna guvernare: caracteristici, dimensiuni şi metode de evaluare Good governance is the process whereby public institutions perform public activities, manage public resources and guarantee respect for human rights in a manner free of abuse and corruption, paying particular attention to the rule of law. To achieve good governance, public authorities should focus on eight key dimensions: supremacy of law, participation, orientation to consensus, accountability, transparency, responsiveness, effectiveness and efficiency, equity and inclusion. Each of the eight dimensions are important in the process of government and are to ensure a decent standard of living for the population. -
Consolidarea capacităţii instituţionale a administraţiei publice locale în condiţiile descentralizării administrative The public administration needs an effective institutional framework to meet the social, economic and civic needs of the population. Today, the local government in Moldova requires modern management practices to meet the needs of local communities and civil society representatives and to allow citizens to participate in policy development. From the EU perspective, encouraging institutional capacity of local governments has an important role in the integration of the states that have already signed association agreements with the EU or are in the process of pre-accession. Focusing primarily on strengthening the institutional and administrative capacity can ensure a smooth transition towards acquiring membership status. Strengthening institutional and administrative capacity of local authorities is based on structural adjustments, increase in number of jobs, which are also growth factors. -

To strengthen the administrative capacity of the PA is required to take into account new trends in human resources, the major changes that have taken place in all areas of social life and the evolution of motivation methods used to increase the efficiency of their work. -
