Моделирование и пути достижения стратегической конкурентоспособности предприятия This paper presents a process of modeling competitiveness at the firm level for strategy formulation purposes. The modeling process consists of next interactive components: managerial situation, conceptual model, formal model and strategy. These components are interacted through four sub-processes named conceptualization, modeling, obtaining solution and implementation. -
Cовременные тенденции экономического регулирования инновационного развития системы высшего образования The consensus in the high school is valued by how much we invest in human capital which is determinant of efficiency. High school is a pillar contributor to productivity growth. There is evidence that innovation is a key player in nurturing technology change. In today’s knowledge based economy, it becomes more evident that investing in human capital has greater return for university and corporation which is more effective than that of physical assets. Simultaneously, the conceptual fundamental of human capital is based on knowledge, skills, competencies, and tools that are developed through coaching and learning activities provided by the concerned institution. This paper intend to tackle and to develop separate positions of the theory and practice of financing the innovative development of higher education (IDHE) toward the formation and development of the national economy of knowledge. Furthermore, it examines the retention of the increased globalization of higher education, while state financial obligation is in decrease, which leads to greater distinction among universities in respect of financial support and security. Financial support should be a priority to support the innovative development of higher education. -
Сравнительный анализ готовности к внедрению Е-правительства в Украине и других постсоветских странах The article analyzes the general condition and dynamics of development of electronic interaction between public authorities in Ukraine and compares the degree of readiness of e-government in Ukraine and the former Soviet countries in the European Region. It is concluded that the level of readiness of Ukraine to the introduction of e-government is low negative (dynamics EGDI - (- 0.0424) over the past 10 years. Comparison of readiness for e-government in other post-Soviet countries in the European region with Ukraine shows their better dynamics and successes in this area, which involves the study of their experience for its subsequent use in Ukraine. Based on the analysis of the legal framework relating to the research of key problematic aspects of interaction in the public authorities in Ukraine in the sphere of implementation and development of e-governmentare identified. -

Реализация полномочий органов публичной власти Украины на региональном уровне The organizational and legal regulation is considered as an integral system, the inherent element of which is the realization of rights and obligations of local self-government bodies. The problems connected with the imperfect distribution of the sphere of competence between local state administrations and local self-government bodies are analyzed. The components of the mechanism for exercising competencies of public authorities at the regional level are presented as well as the generalized model for exercising these competencies and improving the institution of delegation of powers is offered. -

Исследование влияния факторов развития национальной экономики Украины на эффективность труда The article examines the factors of influence on the level of labour efficiency of the national economy of Ukraine. The role and importance of growth of productivity of social labour in Ukraine are grounded. The methodology of creating a model of the calculation coefficients of the rating of the influence of factors is worked out. The numerical values of the coefficients of ratings of influence factors of the development of national economy on productivity of social labourare defined. The analysis of rating coefficients of the influence of factors of the development of national economy on the level of productivity of social labourhas been carried out. -
Процесс государствообразования в современном мире: примеры политической практики The article analyzes the structural geopolitical changes which took place in the world at the turn of the 20th and 21st centuries connected with the formation, development and functioning of the new states. It also considers the peculiarities of state formation process in the context of globalization and democratization of the political space. The author gives examples of various forms of secession and merges of the states, also reveals these process peculiarities within modern time and designates political risks associated with the emergence of the new states. The estimation of the role of state formation process in modern world political processes is presented in the article. -
Предоставление социальных услуг общественными организациями как эффективный механизм государственного управления в Украине The article argues the importance of involving NGOs in social services delivery in Ukraine. It is revealed that despite the growth of NGOs number, the state of their functioning in today’s realities is unsatisfactory. The key disadvantages arisen during NGOs activities and social services delivery are determined. -
Особенности использования элементов комплекса маркетинга в деятельности органов публичного управления Украины На современном этапе развития Украины в деятельности органов публичного управления внедряются множество практик, которые активно используются представителями сферы бизнеса. Одной из таких практик является маркетинговая деятельность. В статье предлагаются к рассмотрению теоретические аспекты маркетинга, которые могут быть применимы в деятельности органов публичного управления. Отмечаются фундаментальные отличия сферы публичного управления и бизнеса в этом контексте. Анализируются основные элементы комплекса маркетинга и отмечаются свойства маркетинговых инструментов применительно к сфере публичного управления. -

Подробно рассмотрены основные принципы формирования указанной парадигмы и их ожидаемое влияние на внедрение реформ в управлении здравоохранением Украины. -
Механизм ротации в системе государственной службы (по материалам КНР и Японии) Ротация кадров в системе государственной службы является актуальным феноменом для многих демократических государств. В данной статье мы не предлагаем разрешение данного вопроса, а, напротив, показываем на примере таких стран, как КНР и Япония, функциональные возможности данного механизма. -
Политический краудфандинг как концепт политических технологий Анализируется политический краудфандинг, как новый концепт политической науки. Аргументируется оправданность применения технологии краудфандинга не только в бизнесе, но и в общественно-политической сфере. Отмечаются эффективность, доступность, дешевизна новых форм политического инвестирования, благодаря развитию информационно-коммуникационных технологий. Предлагается типология политического краудфандинга. Анализируются продвижения политических проектов отечественными краудфандинговыми платформами. Привлекается внимание к проблеме правовых пробелов в регулировании народного финансирования. Изучается зарубежный опыт организации общественной поддержки (микроинвестирования) политических проектов. Акцентируется внимание на то, что в основе политического краудфандинга лежит теория солидарности. Отмечаются свойства политического краудфандинга трансформировать накопленный социальными сетями социальный капитал в капитал финансовый. -

Управление рисками здоровья населения Украины в современных условиях Fortificarea sănătății este o valoare remarcabilă, un aspect important al securității naționale, o sursă de resurse umane de înaltă calitate ale națiunii. Articolul prezintă principalii factori ai riscurilor de sănătate și clasificarea acestora în funcție de diferite atribute și, de asemenea, riscurile de dezvoltare a sistemului de sănătate pe fundalul condițiilor actuale de viață în Ucraina. Riscurile de sănătate modernă sunt luate ca bază pentru determinarea priorităților de dezvoltare ale guvernului de îngrijire a sănătății și minimalizarea riscurilor privind modul de formare a unei națiuni sănătoase. -
Антикоррупционная оценка деятельности государственных служащих в Российской Федерации Коррупция, как комплексное явление, присущее современному государственному управлению большинства стран мира, является одним из факторов, негативно влияющих на эффективность государственной власти. По мнению автора, для предотвращения актов коррупции и минимизации их последствий на государственной службе требуется внедрить особую систему оценки эффективности профессиональной деятельности государственных служащих и увязать ее с общей системой оценки их деятельности, с размером денежного содержания и т. п. В статье представлен подробный анализ современного российского законодательства относительно антикоррупционной оценки деятельности государственных служащих и предложены пути дальнейшего совершенствования законодательной базы России в данном управленческом кластере. -
Психологический механизм принятия управленческих решений в органах государственной власти The concept of psychological mechanism as the basic category of professional activity is articulated in the article. The specifics of making administrative and government decisions in government bodies of Ukraine are characterised. The concept of psychological mechanisms of making managerial decisions is presented. The model of psychological mechanisms of making managerial decisions in government bodies is formed and described. It is shown that the model involves psychological mechanisms of making individual and group decisions, and also psychological mechanism of formation and implementation of decisions in the external environment. The expert judgement of mechanisms of individual and group decisions is made. The functioning of psychological mechanism of formation and implementation of decisions in external environment is defined as a direction for further research. -
Состояние, тенденции и перспективы современного общественного развития Рефлексия практик современного общества и исследование теоретической основы концепции устойчивого развития позволяют раскрыть проблемы становления достойного человека в достойном обществе. Генезис категории «развитие», определение основных ценностей гуманистически ориентированного общества и проблем гуманизации общественной жизни на основе теоретико-методологической базы творческого подхода позволяют определить основные принципы, подходы и механизмы стимулирования становления человека. Революционное изменение самого способа отношения человека к себе, диалог, сотрудничество как основа субъект-субъектных взаимоотношений, полифония субъектно-субъектных взаимоотношений в формате «живого общения» становятся реальными принципами планирования, адекватной организацией экономики, прогрессивными принципами инженерно-техни- ческой мысли, организацией школы и всех других институтов. Переход к новому отношению человека к самому себе предопределяет соответствующую ритмику общественного развития, становления человека и человеческого в обществе в целом. Это очерчивает дальнейшие направления научного поиска – проблематика распределения как трансгрессии, избыточность и кружево «живого общения». -

Основные теоретико-методологические подходы к детерминированию сути и структуризации политической оппозиции The article analyzes the main theoretical approaches to the study of the problems of political opposition. It is argued that in order to overcome the scientific limitations of opposition definitions, it is necessary to develop institutional and sociological theoretical and methodological approaches to its understanding. It is shown that the relations between political power and political opposition have a subject-subject and subject-object character. -
Внедрение изменений в сфере здравоохранения в Украине: опыт НАТО в организации предоставления медицинской помощи в чрезвычайных ситуациях В статье рассмотрены общие принципы, планирование потенциала и организация медицинского обеспечения операций НАТО. Подтверждена целесообразность дальнейшей трансформации задач и функций государства по организации системы медицинского обеспечения населения в чрезвычайных ситуациях военного и мирного времени в соответствии со стандартами НАТО. Обоснована необходимость использования общего категориального аппарата и принципов оценки необходимых сил и средств медицинского обеспечения. Предложено внедрение эффективных методов организации медицинской помощи евроатлантического блока, которые способствуют формированию единого медицинского пространства предоставления медицинской помощи при чрезвычайных ситуациях в Украине. -
