The system of Total Quality Management can be introduced as a result of a supe rior management decision. In Public Administration, this is a decision that belongs to politicians. The arguments (reasons) that support the idea to implement the Total Qual ity Management are based jn the sollowing: costs reducing, income increasing, produc tivity growing, linage improving; competitiveness uncreasing, environment impraving; proactive position (a better planning allows the a efforts' concentration in solving the most important problems and reduces the time dedicated to „trutting ant the fire"). -
Elemente constitutive ale sistemului funcţiei publice în statul contemporan The efficiency of state structures depends to a great extent on the quality of the management oj the public function and of the civil servants within the public service. The management of the public function and of the civil servants is an ensemble of processes in continuous modification in accordance with the muta tions within the internal and international administrative systems. Being an inte gral public system, the system of public function includes a number of complex subsystems in itself. The quality of exercising the public function by the civil servants depends on the contents and the sustainabitity of the relations within the given subsystems.
