Evoluţia Academiei de Administrare Publică pe lîngă Preşedintele Republicii Moldova In the context of the implementation of the Public Service Law (May, 4, 1995) and the legislation in general, during the 15 years of state independence the Republic of Moldova promotes different administrative practices of development and consolidation of the public administration system together with the realization of economic reforms (stabilization and economic growing on the basis of market economy, currency reform etc.), social-political reforms, as well as, forging the democratic rule of law. In this respect, the president of the Republic of Moldova, Mr. Vladimir Voronin at the meeting dedicated to the 15th anniversary of our country’s independence, stated that there are apparent progresses in the realization of these strategic directions of state development, declaring that the state lives with its future, new hopes, that are instep with the name of Moldova, our state itself. -

Promovarea politicii de stat în domeniul serviciului public din Republica Moldova The author of the present article analyzes the complex of methodological and didactic activities, their efficiency and role regarding the contribution of the Academy of Public Administration, Office of the President of the Republic of Moldova, in the promotion of the State policy in the field of public service in our country. The scholar mentions that the Academy’s Action Plan regarding the development and capacity strengthening has recently been elaborated. It essentially contributes to the edification of the democratic state of law and to the effectiveness of the activity of the system of public authorities at all levels. In the context of the fulfillment of the stringent opportunities for a more efficient promotion of the State policy in the field of public administration, the optimization of the training and evaluation system of the personnel, as well as, the need for the consolidation of the organizational, methodological and scientific basis of the activity of public authorities, the rector of the Academy underlines that the Senate has established the priority direction of research for the academic personnel, and namely “The edification of the state of law and the consolidation of the public administration. -
Considerente privind aportul Academiei la consolidarea administrației publice locale din Republica Moldova The Academy of Public Administration office of the President of the Republic of Moldova, as the national center for promoting the state policy in the field of Public Administration, has plenary contributed to the development of Local Public Administration in the Republic of Moldova. A thorough examination of public administration present situation from the Republic of Moldova entirely based on the traditional Moldovan administration system constituted during centuries within the Moldovan history and being a component part of the French modern model of public administration, proves that more than a decade and a half of real independence the territorial- administrative reform has been promoted in the country which inevitably involves local public administration reforms. -
Formarea Statului Moldovenesc şi constituirea sistemului tradiţtional de administrare (IV) The foundation of the Moldovan State, six and a half centuries ago, is perfectly integrated into the complex historical process of the configuration of medieval states conceived as superior form of organizing the social life within some well-established territorial spaces. These historical phenomena of major importance led to the establishment of some individual administrative systems within each newly created state. The elucidation of the process of forming the Moldovan State and the creation of its administrative system allows us to undertake analysis regarding the formation of state institutions and of administrative system of all levels. -

Formarea Statului Moldovenesc şi constituirea sistemului tradiţional de administrare (II) The present compartment of the study, dedicated to the 650 anniversary since the creation of the Moldovan State, is aimed at the analysis of the contribution of state functionaries to the constitution and development of the Moldovan culture. It was namely through culture that the Moldovan State and the traditional system of administration were strengthened. This is an novel tentative, as such thematic studies have never been undertaken until now, not even in the fundamental work elaborated and published by us within the Academy “The History of Public Administration from Moldova”. Obviously, the central and local administrative structures of the Moldovan State were plenary concerned. -

Taking "the historical event of epochal importance", the 650 anniver sary from the creation of the Moldovan State, as a point of reference, the author affirms that the ruler substantially contributed to the institution of a personal ! system of central and local administration, known in history as "the traditional system of Moldovan administration".Making references to the works by such Moldovan chroniclers as Grigore Ureche, Miron Costin and Jon Neculce and citing Mikhail Kogalniceanu and Nicolae iorga, as well as the documents which remained since the time of Stephen the Great, the author manages lo elucidate the process of administrative reforms , started by the ruler Alexandru cel Bun and later implemented by his nephew. Stephen the Great. The structure and the attributions of the Ruler's Counsel from Moldova, as well as those of the most important statesman are examined in the paper. The article is of special significance to all those who are interested in the glorious multi-secular history of the Moldovan State. -

Istoria neamului o fac oamenii săi Autorul acestei succinte recenzii procedează la o prezentare generală a lucrării „La Sîngerei ne regăsim (Pagini de istorie și amintiri)”, precum și a autorului proiectului și coordonatorului acestuia, profesor universitar, doctor habilitat în medicină, șef al Catedrei neurologie a Universității de Stat de Medicină și Farmacie „Nicolae Testemițanu”, ex-director al Institutului de Neurologie și Neurochirurgie al Ministerului Sănătății al Republicii Moldova, Ion Moldovanu. Exegetul se preocupă de disecarea, compartiment cu compartiment, a conținutului acestei valoroase lucrări despre una dintre renumitele localități din Moldova, orașul Sîngerei, despre oamenii săi, despre tradițiile și obiceiurile acestor locuri, despre istoria dramatică multiseculară a moldovenilor stabiliți prin aceste locuri minunate.
