Parteneriatul public-privat - o soluţie pe termen lung pentru atragerea investiţiilor private în infrastructura Republicii Moldova The public-private partnership represents a solution for attracting foreign investments from the private sector into the infrastructure of the country. A developed country has to have a modern and functional infrastructure and one of Moldova’s long term priorities is development of the infrastructure, which can be realized through the implementation of PPPs where the major part of the investment is coming from the private partner. Here we talk about the infrastructure of the roads, railroads, airports, as well as the sewerage and wastewater systems, the protection of the environmental-collection, waste acquisition and storage, social programs which include the renovation of schools, hospitals and residential centers. At the moment in Moldova the number of P.P.P. projects is not that big, 15 ongoing, 15 in the process of preparation for the selection of the private partner and 32 were suggested for initiation in 2011. A successful P.P.P. project depends on the political and economic conjuncture of the country, this is why it needsf the support from the public partner and the manifestation at the highest level by the private one. Moreover, the inefficiency of this kind of projects in Moldova is basically because of the lack of knowledge about the mechanism of public-private partnerships and the absence of the competitive factor which is mostly because of the lack of public partners finances. In Republic of Moldova we need to put in application the P.P.P. legislation and start implementing it at the highest level. We need more than 15 functional public-private partnership projects and a lot of trainings, support and will from the private partner, who has to import the European experience in this domain. -
Asigurarea egalităţii de gen în contextul prevederilor Acordului de Asociere Republica Moldova – Uniunea Europeană The 27th of June 2014 Republic of Moldova starts a new page in its history, Republic of Moldova and European Union has signed the Association Agreement. This Agreement shows the Moldova’s aspirations to the European future and returning to the European Family. The Association Agreement targets important areas such as economic sector, public administration, social policy, consumer protection, public finance, fiscal policy etc. There are some important objectives for the gender politics which provide gender equality in politic, social and economic life. These objectives should be implemented by reforms and political dialogue at all the levels. There is a need not only in political will, but in cooperation between Moldova’s executive and legislative organs and the massive implication of civil society. The first step is the establishment of rates of the women participation in politics and their representation on the electoral lists. The legal framework should provide all the mechanisms of women’s participation in decision-making process. The Association Agreement represents the way to the implementation of the necessary reforms and modernization of the Republic of Moldova. -
Analiza dimensiunilor-cheie în procesul de recrutare politică și impactul acestora asupra
componenței de gen a listelor de candidați pentru alegeri Articolul prezentat analizează dimensiunile-cheie în procesul de recrutare politică și care este impactul acestora asupra reprezentării de gen pe listele de candidați pentru alegeri. Există trei dimensiuni principale în procesul de recrutare politică: a) tipul procedurii de nominalizare a candidaților; b) incluziunea electoratului; c) nivelul centralizării teritoriale. Analiza efectuată scoate în evidență 2 factori determinanți pentru componența de gen a listelor de candidați: primul factor reprezintă gradul de incluziune al selectoratului, el prezentând grupul de persoane din cadrul partidului care nominalizează candidați. Al doilea factor determinant fiind procedura de nominalizare a candidaților, existând 2 proceduri de bază: a) nominalizarea candidaților de către membrii de partid, organele executive ale partidului sau liderii de partid și b) aplicarea de sine stătător pentru listele de candidați.
