Learning Organization. A new perspective of efficient Public Management in the Republic of Moldova Articolul de faţă conţine idei şi concluzii esenţiale, la care a ajuns autorul in cadrul cercetării, obiectualizate in teza de master cu aceeaşi denumire, care a fost susţinută public pe data de 13 iulie 2007. Organizaţiile secolului XXI funcţionează in epoca revoluţiei informaţionale şi manageriale, care are drept rezultat apariţia paradigmei organizaţiei cognitive, fiind aplicabilă tuturor instituţiilor, inclusiv şi celor publice оn cadrul concepţiei noului management public. In procesul de tranziţie a Republicii Moldova la economia de piaţă şi cea a cunoştinţelor, apare o necesitate evidentă a unor noi concepţii, forme şi metode manageriale, una din acestea fiind organizaţia cognitivă. Sectorul public al ţării noastre se află in procesul de transformări continue, insă nu intotdeauna reuşite. Modernizarea acestuia, mai deosebit reforma administraţiei publice centrale, constituie o prioritate majoră a unui management public performant. Academia de Administrare Publică pe lоngă Preşedintele Republicii Moldova, graţie statului său unic, are o şansă deosebită şi o misiune de onoare să aprindă făclia mişcării pentru organizaţia cognitivă pentru sectorul public autohton. Numai devenind electronică şi bazată pe cunoştinţe, Academia noastră poate avea succes pe acest tărоm, astfel dovedind ipoteza, că organizaţia cognitivă este cea mai optimală formă managerială in condiţiile unui mediu organizaţional extern оnalt turbulent, inclusiv şi pentru instituţii publice. -

Actual knowledge bases serve as a foundation for designing, exploring, and develop ing corporate web portals of learning organizations. -
Completarea automatizată a suplimentelor la diplomele de licenţă şi de master Since the RM joined to the Bologna process in 2005, higher education institutions have been handing in licentiate and master diploma supplements of European type to their graduates. Actually, there are no technical problems with completely printed diplomas, although some institutions, particularly those with a weaker ICT infrastructure, are filling in diploma supplements "manually " that is inefficiently and takes unreasonably much time, especially in case of their repeated modifications. There are at least two soft solutions for diploma supplemeats completion automation: I) specialized databases; 2) the two most popular and relatively simple MS Office applications - Word (Mail Merge Toolbar) and Excel (served as a Data Source). The first solution is professional, but it requires many resources; the second one is for advanced users, but it is easier, faster, more flexible, and much cheaper. Therefore, the first solution is more applicable for larger, ICT-advanced institutions, the second one - for those with a smaller budget. -
Eficientizarea managementului serviciilor publice desconcentrate în Republica Moldova Local public services can be classified as decentralized, deconcentrated and delegated. Deconcentrated public services are organizational units of central public authorities within the territories of the country. In the Republic of Moldova, these services are subordinated to the Government, while the State Chancellery is responsible for their coordination. Since 2003, there is a negative trend in the number of deconcentrated public services, territorial units and staff in Moldova. Also, their quality and accessibility for citizens is not high. Moreover, there is no clear distinction between different categories of local public services in the national administrative legislation and practice. The National Decentralization Strategy for 2012–2015 is expected to resolve these problems. -
Evoluţia poziţionării Republicii Moldova în diverse clasamente internaţionale The countries can be compared by different criteria and indicators. We can distinguish at least 3 types of international ratings: analytical, Millennium Development Goals and synthetic. The global position of the Republic of Moldova in most international ratings improved in recent years, but we are frequently in the second half of the list and we have more weaknesses than strengths. The latter may be strategically vulnerable and need more attention of the competent public authorities.
