Analiza necesităţilor de instruire în cadrul Strategiei Naţionale de Instruire pentru administraţia publică locală din Moldova Training Needs Analysis has as a main goal the identification of the real level of training within the local public administration, also to identify the necessity of training for civil servants and elected people. The authors of this article tried to create an objective and representative survey of civil servants level and also to asses the main sources of training for them. -
Organizarea şi gestionarea şedinţelor în administraţia publică locală The local council is a collegial body. This means it can only function effectively if it meets in sessions. However, very few people understand that the success or the failure of any meeting depends on its organizational arrangements. A successful session needs an effective time and space management, as well as an information and public communication campaign (both of the local government and the local community). In order to be effective, a session should also be moderated in a collegial and constructive manner. Also, the arrangements for a successful meeting do not end after it is finished. Au contraire, other arrangements, such as information, preparation of the minutes an other materials, as well as their archiving, are to be made. This ensures sessions’ effectiveness. This is especially true for the public administration, which decisions affect the entire community. Key words. Locul şi rolul administrației publice locale în organizarea şi funcţionarea servicilor publice Public administration has two basic missions - execution of laws and providing of public (municipal) services. It is impossible to imagine life in the society without the issuing of official acts, without gas and water services, without transportation, without the appointment of a guardianship, or without the social aid. Considering the fact these services are nothing but activities of general interest, they can only be provided by the public administration, which very goal is the fulfillment of those interests. However, the key role in that is performed by the local government, because the local bodies are the closest to the people of any administrative unit, and, therefore, know the best all the needs of those people. Both the local deliberative body and the executive one have significant competencies in establishing and closing down of municipal services. Moreover, local government can also decide upon the form of managing these services - direct or conceded management. Given the importance of these services, it is imperative for public administration to continuously work on improving their quality. Key words. Regimul juridic al delimitării teritoriilor colectivităţilor locale L’article vise le problиme de l’organisation administrative du territoire. On examine les principes essentiels qui dйterminent la dilimitation du territoire de l’Etat dans des unitйs territoriales-administratives. On y analyse l’itat actuel de la division territoriale de la Republique de Moldova ainsi que les modalitйs de sollution de divers problиmes lies de la dйlimitation territoriale locale. -
Consideraţii generale privind evaluarea performanţelor serviciilor publice locale One of the efficient mechanism based on objective indicators, aimed at determination the quality of local public services, represents their evaluation performances. Thus the evaluation of performances is meant to know the real situation of every local public service type, giving the possibility to defact the weak points and to know the beneficiary is attitude concerning the chosen solutions and the evolution of necessities which they express, which gives the possibility to reorientate and provide coherence of the respective local public service. -
Considerente privind aportul Academiei la consolidarea administrației publice locale din Republica Moldova The Academy of Public Administration office of the President of the Republic of Moldova, as the national center for promoting the state policy in the field of Public Administration, has plenary contributed to the development of Local Public Administration in the Republic of Moldova. A thorough examination of public administration present situation from the Republic of Moldova entirely based on the traditional Moldovan administration system constituted during centuries within the Moldovan history and being a component part of the French modern model of public administration, proves that more than a decade and a half of real independence the territorial- administrative reform has been promoted in the country which inevitably involves local public administration reforms. -
Consideraţii metodice privind elaborarea fişelor de post pentru funcţionarii din administraţia publică locală This study is addressed first of all to experts of local public administration. There are elucidated the advantages of the elaboration and application of job descriptions from the employees’ perspective and from the employers’ perspective. It is analyzed the legal support and there are determined the responsibilities of local factors of decision concerning the elaboration of job descriptions. There are presented and described the constitutive leading elements of a job description. In the completion of theoretical reflections it is presented a model structure of a job description, in the author’s view. -
Locul şi rolul administraţiei publice locale în asigurarea bunei funcţionări a serviciilor pentru tineret The needs of the youth are specific ones. However, very few young people are capable of satisfying those needs on their own. For this particular reason, it is impera tive for the state and the civil society to be involved as well. The only way to satisfy the needs ofthe young is to establish the necessary services. These services can function both at the central and the local level. Thus, local government can contribute to the establishment or the proper functioning of the educational and health services, as well as to the entertainment or informative ones. -
Delimitări conceptuale ale modalităţilor de înfăptuire a administraţei publice locale Relations between the central and local administration are characterized by different degrees of dependence on the center, therefore either by the centralization, or by deconcentration or by decentralization, principles underlying the organization and functioning of public administration. -
Organizarea serviciilor publice locale în Republica Moldova: probleme și provocări Both the theoretical research and the empirical data prove with certainty that local government authorities are currently facing serious difficulties in establishing and managing public services of local interest. These difficulties might be either technical and financial, or human resources-related. Based on the carried out research, several recommendations have been developed in order to improve the existing situation; recommendations which can be conventionally divided into two categories - legal framework-related and related to the professional qualification of public services employees. -

Because namely a good administrative- territorial organization of the country affects both the results of an effective administration and the administrative body itself. -
Impactul relaţiilor politico-administrative asupra culturii organizaţionale a administraţiei publice locale It is obvious that every policy change entails significant changes, especially in the leadership positions. Practice is difficult to acceptable European standards and other states with consolidated democracy, but that seems to perpetuate us despite pressure from international bodies. It is true that in recent years it has experienced an attenuation, so through successive legislative changes but also because of a slight change in the attitude of the political class. Yet many of those who have been replaced by political criteria based access in the same manner and accept this change as a natural fact. There are many situations in which attempts presentation of removal from office due to incompetence, or some people leave the public to the private sector where higher revenues. -
Unele aspecte practice privind organizarea şi funcţionarea autorităţilor publice locale în municipiul Chişinău Local government is the main element in solving local problems, playing a key role in the development of municipalities and providing necessary public services to their citizens. Chisinau administration requires special attention since it is the capital of Moldova. -
Aspecte legale privind procesul de constituire a autorităţilor administraţiei publice locale în Republica Moldova Organization and functioning of local public administration authorities in the Republic of Moldova is obviously based on the existing legal framework. However, we must consider the fact that legislation is quite dynamic, and thus many of scientific papers on the topic are no longer up-to-date, given the laws have been amended. Moreover, public administration, including local public administration, is a dynamic system. Both the essence and the content of social needs are evolving, and it is imperative for the public administration’s duty to satisfy these needs to evolve as well. In other words, organization and functioning of local public administration authorities must adjust quickly and efficiently to the new realities. And in order to achieve this with maximum impact, scientific research must be carried out. -
Descentralizarea administrativă în contextul reformării administrativ-teritoriale a Republicii Moldova În ultimele două decenii, problema descentralizării administrației publice a fost pe larg abordată dat fiind faptul că, cu 25 de ani în urmă, Republica Moldova s-a dezmembrat din U.R.S.S. și a apărut necesitatea adaptării administrației publice la noile condiții socioeconomice. În tandem cu această problemă de la bun început a fost și problema asigurării autonomiei locale, proces care s-a dovedit a fi anevoios pentru Republica Moldova. Importanța descentralizării și a asigurării autonomiei locale a administrației publice este la fel de actuală astăzi cum era și în anii `90 ai secolului trecut, or descentralizarea în sensul adevărat, precum și asigurarea autonomiei locale încă nu s-au realizat pe deplin. -
Delimitări conceptuale ale administraţiei publice locale Comunitatea sau administrația publică locală este o instituție veche cu o concepție evolutivă. Administrația locală este, în general, concepută ca un mecanism politic de guvernare la nivel local. Deși politica care subliniază participarea cetățenilor la stabilirea obiectivelor și luarea deciziilor este esențială pentru conceptul de administrație locală, conceptualizarea sa în timpurile noastre este mult mai cuprinzătoare. Această lucrare susține că administrația locală este un concept multidimensional și integrat. -
Consolidarea teritorială: practica internațională și lecții pentru Republica Moldova Cea mai recentă tendință generală europeană este reducerea numărului de autorități ale administrației publice locale prin contopirea localităților învecinate. Prin acest proces a fost simplificată livrarea serviciilor publice și/sau optimizarea costurilor administrative. Există trei modele de bază pentru organizarea administrației naționale: modelul cu un nivel, modelul cu două niveluri și modelul cu trei niveluri. Una dintre lecțiile de bază pentru Moldova este îmbunătățirea accesului la serviciile publice locale calitative, Moldova trebuie să revizuiască structura administrativ-teritorială a sistemului. -
Amalgamarea teritorială – instrument de politici pentru consolidarea capacităților administrației locale În acest articol se etalează datele statistice ce demonstrează că majoritatea UAT-urilor de nivel I din Republica Moldova nu îndeplinesc cerințele legale – având o populație mai mică de 1500 de persoane și nu dispun de capacitate administrativă. Reorganizarea administrativă poate fi făcută în cadrul reformei, însă reforma este condiționată de probleme de ordin politic. Deși Strategia Națională de Descentralizare include în mod expres ca obiectiv implementarea reformei, aceasta nu a fost realizată. Marea majoritate a țărilor din regiune au trecut prin acest proces, în condiția în care aceste reforme au urmărit reducerea numărului de UAT-uri de nivel I prin fuziune.
