Elaborarea noului cadru juridic de colaborare a Republicii Moldova cu Uniunea Europeana In this article, the author analyses shortly the cooperation between the Republic of Moldova and the European Union after the expiracy of the Partnership and Cooperation Agreement and also of the Action Plan European Union - Republic of Moldova; the positive but also the negative results of our country in the main spheres; the achievements which are absolutely necessary in order to become closer to the European comunity. A detailed examination is made of the main achievements of the Aliance for European Integration govenmentai programme which is aimed at getting the relations with the EU closer, including the actions of our authorities (the Government of Republic of Moldova, Ministry of Foreign Affairs, etc.! On the negotiations of the Associate Agreement to the EU, as well as the cooperation of our country with European stuctures in different domains. -
Obiective şi politici ale administrării publice în Republica Moldova în condiţiile crizei demografice During the tost decades of the twentieth century and the early third millennium, the demographic situa-tion in Moldova is characterized by negative trends in the natural movement of population. Analysis of the main indicators of socio-economic and demographic statistical materials In recent years allow to determine in which direction the country's demographic processes are growing. The changes that occur in the demo-graphic phenomena in Moldova are similar to the changes that occurred in Europe 15-20 years ago, which also indicated the progressive demographic crisis. This crisis is manifested by unprecedented birth rate drop over the last decade against the background of general mortality in the same period. This led to reduced natural growth, which already has negative values, decreasing the population. Currently the birth rate in Moldova is lowest among the other world's states. -
Evaluarea diferenţei sociale a populaţiei Republicii Moldova Given that the majority of the economic concepts of income distribution and growth ars mutually influenced, the author proposes the objective of analyzing the wellbeing of the population in Moldova. To achieve this goal, it is proposed a method of assessing welfare through the use of economic indicators, and namely: the sources and structure of household income, consumption and structure of the household, the level of unemployment in the country, the dynamics of the Gini indicator. These indicators are analyzed according to: sources of training and expense items, urban or rural area of residence of householders, their relationship to subsistence, the co-relation between average monthly income available per person and the average mini¬mum existence fora certain period, etc. The structure of household income and expenditure have been studied ne by quintile and decile groups. The research enabled the author to argue directly the proportional relation between household income and expenditure of the population of Moldova and the Gini indicator which shows the presence of social differences in income distribution in the Moldovan society. -
Declinul agriculturii Republicii Moldova continuă In the present article, the causes and methods of manifestation of the decline of agriculture in the Republic of Moldova are examined. Particular attention is given to production and per capita consumption of main food products, also measures to halt the decrease in the agricultural sector are formulated. -
Cadrul legal privind promovarea şi asigurarea principiului transparenţei în Republica Moldova Transparency aims at ensuring greater access of citizens to information and documents in the possession of state institutions, citizen participation in decision making and ensuring the legitimacy, effectiveness and accountability of government to the citizen, The concept of transparency in the decision¬making process carried out in institutions is about ensuring citizens' access to documents in the management of state institutions and the public consultation on the adoption of regulations. Transparency, in the broad sense, refers to access to information of any kind, the possibility to choose any form. This paper aims at highlighting and reviewing procedures for transparency in government decision-making in Moldova. It also deals with ways of improving the relationship: public administration - citizens. We try to clarify the concept of transparency in the decisions and the methods by which they are transposed into concrete reality. -
Situaţia juridică în dreptul intern al Republicii Moldova a actelor adoptate de organele de control al aplicării principalelor tratate O.N.U. de drepturi ale omului While such titles as the European Convention on Human Rights or the European Court of Human Rights are familiar to the Moldovan legal profession, the core UN human rights treaties and the findings of the UN treaty-based bodies are less-known. The purpose of this study is to remedy in part this issue. After identifying the core UN human rights treaties, the author discusses the functions and the different types of findings by the UN treaty-based bodies. Of particular significance among these findings are the concluding observations adopted following the processing of a country’s report, the views adopted in individual cases, and the general comments that provide detailed content to the generally-worded provisions of the treaties. Despite the fact that concluding observations are not legally binding, they constitute important guidelines for states to ensure the implementation of the human rights treaties. In their turn, the views adopted by some of these bodies, as well as their general comments are of great significance in the interpretation of these treaties. If the Moldovan authorities, like the authorities of any other country, wish to apply and interpret the obligations under the aforesaid treaties in a manner consistent with their object and purpose, they have no choice but to take into account the findings of the UN treaty-based bodies. The author also sustains that these bodies’ views and general comments should be given the same status as the case law, produced by the European Court of Human Rights, enjoys in the Moldovan legal order. -
Unele reflecţii teoretice privind parteneriatul social în sfera muncii din Republica Moldova The social-political changes which occur in the Republic of Moldova may be successfully implemented in the event of social peace and some coordinated agreements between social partners which represent the interest of the employees, employers and the state. In order to provide an enhanced coordination of standpoints and to take into account the interests of the social partners, which largely seem to contradict each other, the world experience elaborated the social partnership system. This is a system which permits amicable settlement of disputes which arise between the social partners. In this article the author approaches and analyses some aspects pertaining to the social partnership in the area of labour by means of international instruments and the legislation of the Republic of Moldova. -
Sistemul instituţional al administraţiei publice centrale de specialitate din Republica Moldova în contextul edificării statului modern In this study are examined some aspects of the organization and functioning of the specialized central public administration in the Republic of Moldova considering the recent regulations that have been made into the Law on specialized central public administration, adopted on May 04, 2012, which will come into force on February 03, 2013. The adoption of this law is an attempt to adjust the institutional system of the Moldovan specialized central public administration to the European model, by assigning clear responsibilities and functions to mentioned authorities as well as streamlining administrative procedures and activities undertaken by them. The specialized central public administration is conceived as a unitary system in which no ministry or other central administrative authority and organizational structures, within their competency framework, may be outside the system. Thus, in the context of these stipulations the law ensures the unity of the specialized central public administration as a system. The social impact of the law will occur at the administrative system level as a whole by strengthening the capacities of ministries and other specialized central administrative authorities in developing and promoting policies of sectoral and intersectoral development, by improving the quality of decision-making process at the Government level as well as ensuring healthy relationships with local public administration and civil society. -
Probleme ale implementării politicii fiscale în Republica Moldova Repose sur l’idée de Richard Achim Müller ,,La création de l’État moderne a été réalisée par la mise en oeuvre d’impôt , exactement, par les dispositions légales du droit de bénéficier de ces versements ‚’ nous pouvons dire sans aucun doute que la politique budgétaire est un pilier essentiel de la mise en place et le développement de l’État moderne en aidant à construire les recettes budgétaires de l’Etat nécessaires au financement des dépenses publiques et de veiller à l’exécution de ses fonctions . Cependant, la mise en oeuvre de la politique budgétaire dans un pays est influencée par un certain nombre de facteurs qui pourraient à la fois stimuler le développement économique, ainsi que son travail stagné. -
Impactul migraţiei asupra securităţii statelor: cazul Republica Moldova This article examines the one of the most pressing issues, caused by the massive migration of the population of the Republic of Moldova on its national security. There are highlited such negative aspects of population departure abroad as demographic issues, the ensuring of the labor market with high-skilled workers, including the emergence of the phenomenon of „brain drain”, depopulation of the villages, the increasing number of abandoned children, etc. -

The admininistrativ - territorial organization of the Republic of Moldova has evolved to a decentralized system. On our days we accept the need for a reform of the territorial-administrative network. Territorial reorganization should reduce costs and ensure quality services to the citizens. -

The economic downturn has made these issues even more pressing. The EU Strategy 2020 addresses these challenges – aiming to stimulate growth and create more and better jobs, while making the economy greener and more innovative. -
Beneficii şi costuri de aderare a Republicii Moldova la Uniunea Europeană In this article are investigated benefits and costs of the Republic of Moldova for accession to the European Union. Moldova’s integration to the EU would favour the creation of a range of State benefits, among which we could mention as being the most important: participation in the processes of political, economic, social and cultural institutions, both in the European area and worldwide. For any State, joining the EU means reinforcing democracy, full participation in the European Community institutions, economic development, improving living standards, a wide range of opportunities for development and modernization of the State, increasing foreign direct investment, access to the European labor market, security and protection. At the same time there are lots of costs which Republic of Moldova has to surpass. A series of political transformations, economic, social and cultural right should take place at all levels of society. Costs of accession are largely inevitable change costs to come out of the crisis caused by the collapse of the centralized economy. -
Mesager şi cronică a ştiinţei administraţiei şi practicii administrative din Republica Moldova The present study examines the role of the Public Administration journal in the process of establishment and development of science of public administration in the Republic of Moldova, which gained favorable conditions for its expression and evolution in terms of modern paradigms assumed by an independent state. Since the Academy of Public Administration under the President of the Republic of Moldova was established in 1993, the training process of the public administration staff was initiated, but also scientific researches in the field of public administration started. Along with other activities, in order to facilitate this process, it was held the Public Administration, a methodical and scientific journal produced by the Academy, first published on December 1993. The Public Administration journal’s impact is examined in terms of its contribution to the development of science of public administration, promoting the state policy in the field of public administration, studying and dissemination of advanced experience on administrative activity, as well as enhancing the administrative culture of the administrative civil servants and its contribution to build a modern public administration in the Republic of Moldova. -
Parteneriatul public-privat - o soluţie pe termen lung pentru atragerea investiţiilor private în infrastructura Republicii Moldova The public-private partnership represents a solution for attracting foreign investments from the private sector into the infrastructure of the country. A developed country has to have a modern and functional infrastructure and one of Moldova’s long term priorities is development of the infrastructure, which can be realized through the implementation of PPPs where the major part of the investment is coming from the private partner. Here we talk about the infrastructure of the roads, railroads, airports, as well as the sewerage and wastewater systems, the protection of the environmental-collection, waste acquisition and storage, social programs which include the renovation of schools, hospitals and residential centers. At the moment in Moldova the number of P.P.P. projects is not that big, 15 ongoing, 15 in the process of preparation for the selection of the private partner and 32 were suggested for initiation in 2011. A successful P.P.P. project depends on the political and economic conjuncture of the country, this is why it needsf the support from the public partner and the manifestation at the highest level by the private one. Moreover, the inefficiency of this kind of projects in Moldova is basically because of the lack of knowledge about the mechanism of public-private partnerships and the absence of the competitive factor which is mostly because of the lack of public partners finances. In Republic of Moldova we need to put in application the P.P.P. legislation and start implementing it at the highest level. We need more than 15 functional public-private partnership projects and a lot of trainings, support and will from the private partner, who has to import the European experience in this domain. -
Funcţionarea autonomiei locale în Republica Moldova Local autonomy as form of public administration is a complex of specific powers of local authorities needed to manage a substantial share of public affairs under their responsibility provided by law. Further development of local autonomy in Moldova is an important part of the democratic transformation of local government, one of the cornerstones of democracy, but also an important condition for economic and social development of the country. -
Relaţiile Republicii Moldova cu Republica Populară Chineză: realităţi şi perspective In this article, is made a short analysis of collaboration beetween the Republic of Moldova with the Peoples Republic of China is made. Political, economic and cultural-educational aspects of Moldovan-Chinese cooperation are highlighted. A number of proposals, which could contribute to the diversification and deepening of the cooperation between our countries in various fields are suggested. -

Unele aspecte ale politicii externe a Republicii Moldova în contextul evoluţiei situaţiei geopolitice din regiune This article reflects the regional geopolitical situation in the light of some aspects of foreign policy of the Republic of Moldova. The article highlights the extent to which developments in the region may have an impact on Moldova. Thus the article deals with economic and social issues of national security, the topic that relates to the Transnistrian settlement in the context of new realities. -
Platforma tehnologică guvernamentală comună (MCloud) – o nouă etapă în reforma administraţiei publice The Government of Moldova has successfully completed the piloting use of Cloud Computing by ministries and government agencies. Launched on February 2013 with the World Bank support, the private government cloud (MCloud) is now used by 19 government ministries and agencies to deliver eGovernment services to the public. The major MCloud products - IaaS, MPass (government authentication and access control service), MSign (government digital signature service), and MPay (government electronic payment gateway) – are all experiencing rapid take-up, both by the government clients and citizens. Electronic services hosted on the MCloud Platform are highly demanded and adopted by the public. The e-Government Center/Government CIO in partnerships with sectorial ministries are piloting new services for content management, document management and data exchange, to support governance digital transformation and modernization and improved public service-delivery. Because of its popularity, MCloud Phase I has reached the limits of its capacity in a year from the launching. Also, in order to improve its resilience and security, the second remote data center is required. -
Reforma administraţiei publice în Republica Moldova din perspectiva Acordului de Asociere cu Uniunea Europeană Within this study are examined the retrospectives of Moldova-EU relations in public administration, are exposed some reflections on the provisions of the Association Agreement between Republic of Moldova and European Union (signed on June 27, 2014) with reference to public administration, are identified the degree of convergence between the Moldovan administrative system and European Administrative Space. -
Abordări conceptuale în clasificarea turismului din Republica Moldova The tourism in the contemporary world presents itself under different forms, categories, types, organizational way, etc., being based on different relations and phenomena, fact that determines the necessity of a certain classification or alignment depending on the specificity, motivation, and purpose. The classification of tourism is important from theoretical and practical point of view, because it offers elements scientifically backed up concerning the analysis of the tourist circulation at international level. The essence of tourism resides in the possibility to travel, to know, to recover, to relax and have a rest. In most of cases the tourists, when planning their travel and in the process of selecting the tourist destination, have to answer the question: what is the purpose of the travel, and the countries that receive tourists need to have the possibility to monitor the tourism flow. This article, in our opinion, makes clear how the tourism is structured through the conceptual approaches used in the classification of the local tourism. -

These hierarchical relationships denote dominant feature of macro-procedural standardization, internationalization etc. E-government of the Republic of Moldova can overtake previous stereotypes through new infiltration of the E.U. prototypes and international models of decision making process in order to create a common opinion and unified historical origin of the ideology of the new generations in micro and macroenvironment which develops nanotechnology. -
Protestul ca formă de participare a societăţii civile în dezvoltarea Republicii Moldova Protestul politic are o istorie lungă, cu toate că nesigură, în repertoriul acțiunii politice şi cursului de dezvoltare politică. Unii analişti au descris protestul ca un instrument utilizat de cei defavorizați şi frustrați politic să facă presiuni asupra guvernării. În schimb, alți cercetători susțin că protestul contemporan a devenit o extensiune a politicii convenționale, prin alte mijloace, utilizate de către cei care sunt, în general, activi în politică. Acest articol examinează rolul protestului şi al activismului civic în Republica Moldova şi reflectă oportunitățile politice de a se angaja în activități de protest. Oamenii nu protestează deoarece sunt frustrați şi excluşi din politică, ci pentru că ei pot protesta şi ei se aşteaptă ca guvernarea să răspundă la acțiunile lor -
Promovarea resurselor soft power în relația dintre Statele Unite ale Americii și Republica Moldova Articolul se axează, în mod primordial, pe reflectarea rolului puterii soft în diplomația Statelor Unite ale Americii prin evidențierea aspectelor definitorii ale puterii soft, analiza dimensiunilor și resurselor puterii soft și a relațiilor bilaterale dintre Statele Unite ale Americii și Republica Moldova. Conceptul de soft power este un concept relativ nou în literatura de specialitate și tot mai des utilizat atât sub aspect teoretic cât și practic, în relațiile internaționale, ceea ce explică actualitatea și necesitatea cercetării acestuia.
