Integrare europeană: concepţii, realizări, perspective The diversity of concepts, stages and main objectives of European economic integration are consequently are subjected to the examination. A particular attention is given to “The European Union - the Republic of Moldova’s Action Plan” and to the achieveniments in the 15th anniversary context. -
Ideea noastră naţională este Integrarea Europeană I am sure that sentiments that we all are experiencing today, are the most deepest and brightest. Today we all have just turned 15 years old. We are young, energetic; we are making new plans and are looking forward to new perspectives. When I say “we” I mean all our Moldova , our people that have set off the most difficult unforeseen, the most perspective road, the road of developing the independence and democracy. -
Extinderea Uniunii Europene This article is about the effects of European Unions extension. Being now the strongest point of attraction for European countries, EU must be aware of the necessity to make structural reforms in the way of improving the decision taking process and to rise the mobility of the institutional structure. New member states must be helped now, even if for some of them the level of economic growth is higher than the European Unions level. -

Problema egalităţii suverane a statelor membre şi candidate la Uniunea Europeană National sovereignty has been the most discussed subject within the European Union (EU) since the Rome Treaty signing. Thus, the European Communities are positioned on three basic international treaties that have an impact on member-states‘ sovereignty. We can observe at present the transfer of sovereign competences from member-states to Community institutions stipulated in these and other further treaties. “Shared sovereignty” is a better definition to what we have today in the EU. The aim of this transfer is the fulfilment of the public tasks that the state is not able to perform in the context of globalization. Therefore, we try to present some solution-proposals dealing with the sharing of sovereign rights between EU institutions and the member-states in this work. This article cannot stop us from considering that adhering to the EU Constitution means the realization of the concept of “sovereignty restriction”, but, from our point of view, the reason to accept this matter of fact for one group of states is the need, and for the other countries – the interest to cooperate. This very relation “necessity (need) – interest” creates the situation when the states are not equal in terms of sovereignty in the framework of EU activity. -
Impactul Planului de Acţiuni Republica Moldova - UE pentru integrarea europeană a ţării The EU-Moldova Action Plan is a political document laying out the strategic objectives of the cooperation between Moldova and the EU. It covers a timeframe of three years. Its implementation helps to fulfil the provisions in the Partnership and Cooperation Agreement (PCA) and encourages and supports Moldova’s objective of further integration into European economic and social structures. Implementation of the Action Plan contributes to significantly advancing the approximation of Moldovan legislation, norms and standards to those of the European Union. In this context, it helps build solid foundations for further economic integration based on the adoption and implementation of economic and trade-related rules and regulations with the potential to enhance trade, investment and growth. It furthermore helps to devise and implement policies and measures to promote economic growth and social cohesion, to reduce poverty and to protect the environment, thereby contributing to the long-term objective of sustainable development. -
Analiza comparativă a finanţării educaţiei în Uniunea Europeană The educational system of some European countries is overviewed in this article. The fact that the administration of the educational system is gradually decentralized is mentioned (in some countries, like the United Kingdom, it is much decentralized). Different countries are compared by the sources and method of financing the education. The common part in this process is that the system of public education is a governmental strategy, while the financing is made, in essence, from the Central and local budgets. In the analyzed countries the professional labor-oriented training, for providing a relevant qualification for 14-aged and more senior young people, is especially accentuated. In the majority of European countries the Ministry of Education (or the similar institution) develops the management of educational policy, inspection procedures, allocation of funds, and supervises their implementation, as well as the implementation of administrative laws and decisions. In the majority of countries, the State Budget covers the salary and partially equipment costs, but local authorities provide financing the maintenance and investment costs (the case of Slovenia). -
Colaborarea Republicii Moldova cu Uniunea Europeană: realităţi şl perspective The experience that has been obtained by Moldovan diplomacy in collabora tion with the European Union come to demonstrate that the road to integration into European structures of the Republic of Moldova is quite complicated and also that there are no clear answers regarding the purpose of relationships be tween both parties. Moldova, unlike the Baltic States and those of Central and South-Eastern Europe, has not met the same way of the European integration process. Obviously, there are a number of objectives and subjective causes of which depended on the Moldovan diplomacy activity for including the Republic of Moldova in the European integration process. But, we can say, that up to now, European integration remains a constant and irreversible priority of the internal and foreign policy of Republic of Moldova. -
Descentralizarea în statele membre ale Uniunii Europene: modele, forme şi metode The proposed study aims at the research of existing decentralization processes in twenty-seven member states of European Union and their grouping into two large categories and subcategories, or according to Max Weber’s expresion into „ideal types”. -
Sistemul administrativ specific Uniunii Europene Beeing a reality that appeared in the last half of the 20th century, The European Union is a result of efforts of bringing peace that can be dated in the 18th century but which were fulfilled only after the Second Warld War. The European Union as it is known today is a multinutional structure that developed in the last fifty years and which is ruled through its own administrative institutions. All the institutions of The European Union allow it to fulfill its major objectives and make it preparead to impose its values and to be opened to other European countries that are willing to join the European Union. -
Costuri şi beneficii de integrare a Republicii Moldova în Uniunea Europeană Participarea la o grupare integraţionistă determină o serie de transformări, de mai mică sau mai mare amploare, la nivelul statelor participante. Amploarea acestor transformări variază în funcţie de stadiul de integrare atins de gruparea regională şi pot îmbrăca forma redefinirilor instituţionale şi/sau de conţinut/ adoptare al politicilor sectoriale. Dat fiind stadiul avansat de integrare atins la nivelul UE, transformările în adoptarea politicilor economice sunt evidente la nivelul statele membre. Adoptarea unor politici economice în care factorul „european” devine dominant înseamnă, în esenţă, reducerea gradelor de libertate, justificată de urmărirea interesului comun „european”, în formularea şi implementarea politicilor economice. -

Elaborarea noului cadru juridic de colaborare a Republicii Moldova cu Uniunea Europeana In this article, the author analyses shortly the cooperation between the Republic of Moldova and the European Union after the expiracy of the Partnership and Cooperation Agreement and also of the Action Plan European Union - Republic of Moldova; the positive but also the negative results of our country in the main spheres; the achievements which are absolutely necessary in order to become closer to the European comunity. A detailed examination is made of the main achievements of the Aliance for European Integration govenmentai programme which is aimed at getting the relations with the EU closer, including the actions of our authorities (the Government of Republic of Moldova, Ministry of Foreign Affairs, etc.! On the negotiations of the Associate Agreement to the EU, as well as the cooperation of our country with European stuctures in different domains. -

The implementation of electronic government encountered some problems, therefore în this paper we aim to identify those factors which significantly influence the adoption and development of electronic government, through a study regarding the European Union Member States and candidate countries. -
Criza economică mondială şi repercusiunile acesteia asupra managementului finanţelor publice în Uniunea Europeană The article emphasizes on the situation of public finances in the European Union. The main indicator of the public finances crisis of EU is the increase of the external debts of some EU member-states and the enormous increase of the budget deficit as GDP ratio. This situation raises the question of emphasizing the role of the state in the economic regulation, a concept promoted by J.K.Keynes at the beginning of the XX century. Another issue, which appears in the conditions of the public finances crisis, is that of money value. Real money should have real coverage, presupposing that this coverage may be, for example, gold. In such conditions, the economists appeal more often to the economic doctrines,which dominated the economic thinking in the XVIII-XX centuries. Serious impediments in the economic development are the offshore zones, in which the large capitals of the world are concentrated. The increases of budget deficits and of public debts deepen the public finances crisis. Though radical measures have been taken to diminish them, the budgetary equilibrium does not essentially determine the macroeconomic stability. It is necessary for the state to regulate all economic processes. -
Promovarea politicilor migraţiei de muncă în cadrul Uniunii Europene This article addresses the issue of labor migration in the European Union. The analysis of the contributions showed a general support for a common EU policy an labour immigration, albeit with important differences in the approaches to be followed and in the expected end result. Building on the existing framework, this Policy Plan defines a road-map for the remaining period of The Hague Programme and lists the actions and legislative initiatives that the Commission intends to take, so as to pursue the coherent development of the EU legal migration policy. It also responds to the Commission’s Lisbon programme. -

The economic downturn has made these issues even more pressing. The EU Strategy 2020 addresses these challenges – aiming to stimulate growth and create more and better jobs, while making the economy greener and more innovative. -
Beneficii şi costuri de aderare a Republicii Moldova la Uniunea Europeană In this article are investigated benefits and costs of the Republic of Moldova for accession to the European Union. Moldova’s integration to the EU would favour the creation of a range of State benefits, among which we could mention as being the most important: participation in the processes of political, economic, social and cultural institutions, both in the European area and worldwide. For any State, joining the EU means reinforcing democracy, full participation in the European Community institutions, economic development, improving living standards, a wide range of opportunities for development and modernization of the State, increasing foreign direct investment, access to the European labor market, security and protection. At the same time there are lots of costs which Republic of Moldova has to surpass. A series of political transformations, economic, social and cultural right should take place at all levels of society. Costs of accession are largely inevitable change costs to come out of the crisis caused by the collapse of the centralized economy. -
Cu privire la obiectivele regionalizării în Uniunea Europeană La reforme administrative teritoriale deroule les dernieres annees par laquelle on a passe des raioane aux judeţe et de nouveau aux raioane constutue une preuve du vaite que ce probleme n’ est pas simple et quil necessite un traitement par le prisme des standard européens. L’orientation de la politique nationale vers l’intégration dans l’Union Européenne imose la conformité aux standards européens d’organsation administrative du territoire. Ces standards réclament la reconnaissance du principe de l’autonomie locale au niveau local et régional. Il faut mentionner qu en ce qui concerne l’aspect régional celui-ci implique l’organisation des régions capables de se gérer elles-mêmes, sans définir leur dimension territoriale. -
Securitatea Uniunii Europene în contextul extinderii The increase of interdependence between the states has created the situation, when the ensuring of its own security becomes impossible without ensuring others’ security. The emergence of global issues leads to the inevitable conclusion that these cannot be solved solely through the efforts of a single State, but only through joint efforts. -
Reforma administraţiei publice în Republica Moldova din perspectiva Acordului de Asociere cu Uniunea Europeană Within this study are examined the retrospectives of Moldova-EU relations in public administration, are exposed some reflections on the provisions of the Association Agreement between Republic of Moldova and European Union (signed on June 27, 2014) with reference to public administration, are identified the degree of convergence between the Moldovan administrative system and European Administrative Space.
