Autorităţi autonome ale administraţiei publice centrale The objectives of government and the ensurance of the smooth functioning of state institutions is vested with public authorities. The traditional classification of public authorities based on territorial criterion identifies the public authorities and the general competence of special jurisdiction. In addition to specialized central administrative authorities like the ministries and other administrative authorities set up by Parliament and which activate within the Government we distinguish an entity of autonomous authorities responsible for specific areas of public interest. These authorities are established on the basis of law by the Parliament, the President of the Republic, or the Government but are not within their jurisdiction (except the State Guard and Protection Service under the President of the Republic of Moldova) and complete their mission under the law. In what follows, we will conduct an overview of the mentioned institutions and provided a brief emphasis of their status, functions and governing bodies. -

Aspecte legislative în contextul reformării și modernizării administrației publice din Republica Moldova Evoluția administrației publice în ansamblu, privită prin prisma unei analize profunde a situației actuale din domeniu, cunoaște o dezvoltare continuă și demonstrează cert că, atât Parlamentul cât și Guvernul Republicii Moldova își aduc plenar contribuția la aceste importante procese de modernizare a administrației publice în scopul asigurării modului de funcționare democratic și autonom al acesteia, cu capacitatea și resursele necesare pentru a furniza servicii publice conform necesităților și cerințelor cetățeanului prin sincronizarea acţiunilor pe întregul palier al administraţiei publice la toate nivelurile. Apropierea Republicii Moldova de Uniunea Europeană se poate produce doar în condițiile unui stat în care funcționează structuri descentralizate, transparente și dinamice, întemeiate pe supremația legii, a drepturilor și libertăților civile. -
Politicile patrimoniului cultural în contextul reformei administraţiei publice Lucrarea reprezintă o analiză complexă a politicilor publice în domeniul patrimoniului cultural național realizate în cadrul reformelor administraţiei publice din Republica Moldova. Sunt examinate programele de reformă a administraţiei publice în domeniul protejării patrimoniului cultural. În procesul cercetării sunt indicate autorităţile administraţiei publice centrale responsabile de realizarea reformelor de salvgardare a patrimoniului cultural în baza politicilor culturale. Investigația ne-a permis să constatăm că, actualmente, o cerinţă de cea mai mare actualitate pentru Republica Moldova este de a determina în cadrul reformei administraţiei publice modalităţile de îmbunătăţire a formelor de protejare a patrimoniului cultural naţional, precum și de implementare a politicilor publice în acest domeniu. Concomitent, a fost elucidată necesitatea dezvoltării de către autorităţile publice a unui dialog intercultural permanent privind politica culturală cu ţările Uniunii Europene și cooperarea în cadrul forurilor internaționale pentru a dezvolta diversitatea culturală și pentru a conserva și a valorifica patrimoniul național cultural și istoric. -
Procesul de planificare strategică în cadrul autorităților publice centrale din Republica Moldova The last years marked significant changes in the field of public administration in the Republic of Moldova. All interested parties and involved in the administration process, through joint effort, contribute to the process of development and modernization of public administration, to ensure the provision of quality public services to citizens. Understanding and applying the tools and methods of strategic and operational planning, strategic management in the public sector of the Republic of Moldova have become absolutely necessary for institutional development and the improvement of administrative capacity at the central level.
