Consideraţii generale privind evaluarea performanţelor serviciilor publice locale One of the efficient mechanism based on objective indicators, aimed at determination the quality of local public services, represents their evaluation performances. Thus the evaluation of performances is meant to know the real situation of every local public service type, giving the possibility to defact the weak points and to know the beneficiary is attitude concerning the chosen solutions and the evolution of necessities which they express, which gives the possibility to reorientate and provide coherence of the respective local public service. -
Evaluarea performanţelor cadrelor didactice şi managerilor educaţionali The evaluation of professors and educational managers is treated in the article. The notion of performance and its characteristics are also clarified. The standards of performance of professors and managers and the indices of standards are being discussed. Performance evaluation is proposed according to the criteria possessing a certain goal and objectives. The evaluation stages, methods, techniques, and errors are set. -
Evaluarea performanţelor profesionale ale funcţionarilor publici din Republica Moldova Beginning with the 1st of January 2009 the activity of civil servants from Republic of Moldova is institutionalized by the Law on Public Function and Statute of Civil Servant no. 158-XVI from 4th of July 2008. According to mentioned Law, each civil servant’s professional performances shall be evaluated yearly. The organization and evolution process of the assessment procedure is institutionalized by the Regulation on the evaluation of civil servant’s professional performances, approved by the Government decision no. 201 from 11th of March 2010. The normative framework, which brings under the regulation the civil servant’s activity, contains a circumstantial definition of the professional performances evaluation process for all categories of civil servants: senior civil servants, management and executive civil servants. The evaluation procedures are different – for senior civil servants is one procedure, for management and executive civil servants – it’s another, but both are conceived to create the conditions of a impartial and honest evaluation, which will carry on to the civil servant’s career development and to the institutional progress as a whole. -
Funcţia de Secretar de Stat în Republica Moldova: prezent şi perspective În acest articol este reflectat un studiu succint cu referire la situaţia actuală privind funcţia de secretar de stat în ministerele din Republica Moldova prin prisma mai multor aspecte: instituirea funcţiei de secretar de stat şi atribuţiile acesteia; recrutarea, selectarea şi numirea în funcţie; evaluarea performanţelor profesionale, dezvoltarea capacităţilor profesionale, remunerarea, mobilitatea şi managementul categoriei respective de funcţionari publici. De asemenea, articolul conţine propuneri cu privire la fortificarea rolului secretarului de stat şi a impactului activităţii acestuia. -
Serviciul public – o sferă importantă de formare a profesioniștilor Autorul acestei lucrări meditează asupra multiplelor aspecte ale serviciului public, a căilor și posibilităților de eficientizare a acestui domeniu și, în special, asupra pregătirii și antrenării tinerilor în sectorul public, în administrația publică centrală și locală. Investigația respectivă vine cu o analiză concretă, cu argumente concludente privind situația existentă nu numai în Republica Moldova, dar și în parlamentele naționale ale unor țări din Europa.
