Promovarea politicii de stat în domeniul serviciului public din Republica Moldova The author of the present article analyzes the complex of methodological and didactic activities, their efficiency and role regarding the contribution of the Academy of Public Administration, Office of the President of the Republic of Moldova, in the promotion of the State policy in the field of public service in our country. The scholar mentions that the Academy’s Action Plan regarding the development and capacity strengthening has recently been elaborated. It essentially contributes to the edification of the democratic state of law and to the effectiveness of the activity of the system of public authorities at all levels. In the context of the fulfillment of the stringent opportunities for a more efficient promotion of the State policy in the field of public administration, the optimization of the training and evaluation system of the personnel, as well as, the need for the consolidation of the organizational, methodological and scientific basis of the activity of public authorities, the rector of the Academy underlines that the Senate has established the priority direction of research for the academic personnel, and namely “The edification of the state of law and the consolidation of the public administration. -
Promovarea eticii în serviciul public, cale de prevenire a corupţiei The necessity of the adoption and application of sets of conduct Regulations for public functionaries in the Republic of Moldova is obvious and is based on the number of considerations. The Republic of Moldova is a member of some international organizations – the UNO, the Council of Europe, the Pact of the Stability in south-eastern Europe. The priorities of the activity in these bodies will help the country to prevent and combat corruption. -
Dimensiuni conceptuale privind funcţia publică, funcţionarul public şi managementul funcţiei publice şi funcţionarilor publici The objective of Total Quality Management is to increase the efficiency and effi cacy in order to satisfy the clients' interests. The system of Total Quality Management can be introduced as a result of a supe rior management decision. In Public Administration, this is a decision that belongs to politicians. The arguments (reasons) that support the idea to implement the Total Qual ity Management are based jn the sollowing: costs reducing, income increasing, produc tivity growing, linage improving; competitiveness uncreasing, environment impraving; proactive position (a better planning allows the a efforts' concentration in solving the most important problems and reduces the time dedicated to „trutting ant the fire"). -
Elemente constitutive ale sistemului funcţiei publice în statul contemporan The efficiency of state structures depends to a great extent on the quality of the management oj the public function and of the civil servants within the public service. The management of the public function and of the civil servants is an ensemble of processes in continuous modification in accordance with the muta tions within the internal and international administrative systems. Being an inte gral public system, the system of public function includes a number of complex subsystems in itself. The quality of exercising the public function by the civil servants depends on the contents and the sustainabitity of the relations within the given subsystems. -

The article also contains suggestions regarding the implementation of the Senior Civil Service System in the Republic of Moldova. -
Evoluţia reglementărilor cu privire la managementul funcţiei publice şi al funcţionarului public în Republica Moldova The article contains the analysis of the evolution of Regulations that refer to the statute of civil servants in the years of the Republic of Moldova’s independence. So, the stress is put on the characteristics of certain aspects like: the notion of “public position” and “civil servant”, engagement in public positions, probation period, activity appraisal, career development, professional development, civil servant’s accountability, cessation of activity, institutional framework. Some results obtained in the field of civil service reform, as well as some priority actions that follow to be carried out in the nearest future are also reflected. -
Direcţii de modernizare a managementului funcţiei publice şi al funcţionarului public în Republica Moldova In this article is reflected the situation in the Republic of Moldova on the ten areas of administration, which refers to the degree of incorporation of European principles of administration in the civil service management: reform programs, legislation, the central management institution, recruitment system, protection system, top civil service, performance management, remuneration system, training system, integrity management, and concrete recommendations on the modernization of the current system of public position and civil servant management in each area. -
Evoluția managementului funcției publice și al funcționarului public în anii de independență a Republicii Moldova Articolul în cauză conține o analiză a evoluției managementului funcţiei publice şi al funcționarului public pe parcursul anilor de independență a Republicii Moldova. Astfel, este reflectată dezvoltarea politicii publice în domeniu prin intermediul documentelor de planificare strategică (concepții, strategii), al cadrului legal și normativ, precum și al celui instituțional, fiind făcută o anumită periodizare argumentată a creării, reformării și modernizării serviciului public autohton. -
Aspecte instituţionale şi funcţionale ale gestionării funcţiei publice şi a funcţionarului public Acest articol reflectă un studiu comparativ privind instituția centrală pentru gestionarea funcției publice și al funcționarului public în unele state-membre ale UE și țările care au aderat la politica europeană de vecinătate. Studiul include o analiză retrospectivă a instituției centrale de gestionare a serviciului public în Republica Moldova, explicând aspectele sale funcționale, precum și unele idei pentru modernizarea acestui domeniu. -
Unele concretizări doctrinare privind natura juridică a serviciului public În literatura de specialitate, în unele ţări europene, inclusiv în Republica Moldova, din punct de vedere lingvistic, s-a produs o confuzie în ceea ce priveşte noţiunea de serviciu public care evocă atât o activitate de prestare a unor servicii publice cât şi a unei funcţii publice. Aceste noţiuni, deşi au o tangenţă între ele, nu pot fi confundate și este necesară o acuratețe în expresii și definiții. În acest sens, am efectuat o delimitare a serviciului public-prestaţie (activitate) de serviciul public – funcţie, demonstrând ceea ce au comun şi diferit. -
Reglementări privind funcţia publică şi funcţionarul public în Uniunea Europeană Statutul juridic al funcţionarului public, bine determinat, asigură autorităţilor publice o guvernare eficientă. Existenţa Uniunii Europene determină organizarea şi funcţionarea unui nou corp de funcţionari specific peisajului european, corp care prezintă trăsături distincte atât faţă de cel al funcţionarilor publici naţionali, cât şi faţă de funcţionarii internaţionali. Construcţie juridică menită să răspundă necesităţilor de personal al unei administraţii europene eficiente, funcţia publică din statele europene, corelată unui corp solid de funcţionari, conlucrează în mod activ la sprijinirea activităţii instituţiilor din administrația publică a statelor europene.
