  The article analyzes the processes of interbudgetary regulation in the EU countries as a factor in the modernization of public services, investigates the principles, goals, factors and criteria of interbudgetary equalization. An analysis of the normative legal acts regulating interbudgetary equalization is presented, a comparative analysis of the processes of interbudgetary regulation between the EU countries and Moldova is carried out.
