Tipologia întreprinderilor sociale în România Prezentul articol își propune să prezinte o tipologie a întreprinderilor sociale active în România (organizații antreprenoriale non-profit (asociații și fundații), asociații de ajutor reciproc (în principal asociații de ajutor reciproc ale pensionarilor), întreprinderi sociale de integrare profesională (incluzând două modele - ateliere protejate și întreprinderi de inserție socială) și cooperative care urmăresc obiective de interes general. Pentru fiecare tip de întreprindere socială identificată oferim o analiză a caracteristicilor organizaționale și a tendințelor de dezvoltare. -

Dimensiuni ale antreprenoriatului social în România şi Republica Moldova Atât în România, cât și în Republica Moldova economia socială / antreprenoriatul social este un sector care abia începe să se dezvolte: cadrul juridic național din România s-a constituit prin Legea nr. 219/2015, privind Economia Socială, și prin Legea 223/2017 privind Antreprenoriatul Social, în Republica Moldova. Ambele legi definesc economia socială / antreprenoriatul social ca totalul activităților organizate inde pendent de sectorul public, cu scopul de a servi interesului general, intereselor unei colectivități și / sau ale intereselor personale nepatrimoniale, prin creșterea gradului de angajare a oamenilor din grupuri expuse riscului și / sau prin producția și furnizarea de bunuri, servicii de diferite lucrări. În Europa se estimează că economia socială cuprinde 2,8 milioane de întreprinderi, reprezentând 10% din afacerile din UE, și că mai mult de 13,6 milioane de oameni lucrează în acest sector, adică 6,3% din angajații din populația activă. De asemenea, din sector fac parte peste 232 milioane de membri ai cooperativelor și societăților mutuale1 și mai mult de 82,8 milioane de voluntari, echivalentul a 5,5 milioane de lucrători cu normă întreagă. -

Сотрудничество, конкуренция и конфликты в области международных отношений Despite the diversity of areas in which states establish relations with each other, the specific conditions in which they interact, their different degree of development and power, the behaviors of international actors can be studied systematically by reducing them to three major classes: cooperation, competition, and confrontation. Although, apparently, they are excluded, in reality, the same two or more states can define their relations between them, simultaneously, both through cooperation and through competition and confrontation. -
Evoluţia rolului de prestator a administraţiei publice în domeniul serviciilor publice The role of the public administration as a provider of public services has evolved during the time. The same thing happened to the weight of public administration’s provision activities within other administrative activities. However, together with the evolution of the society, in most of the states the public services “went down” from the central to the local level, and eventually “went out” of the public administration system, due to the increasingly larger involvement of the private sector in public services providing. In this situation, the role of public administration in the public services provision changes, and, occasionally, diminishes. However, regardless of the circumstances, public administration has always kept the exclusive right to establish public services, while delegating other subjects only the management prerogative. -

The evaluation of the process of decentralization in Moldova: achievements and challenges This article gives a brief analysis of the evolution of decentralization in Republic of Moldova. Decentralization policy at this stage is governed by a legal framework, including the Decentralization Strategy. The decentralization process is a government priority and expressly is provided for in the work program of the government for the period 2015-2018 . Describes four steps in the realization of the decentralization process and specific issues faced by local authorities. There are analyzed the challenges facing local authorities in the implementation of the decentralization strategy at this stage. La décentralisation et le développement régional - priorités pour la modernisation de l’administration publique locale dans la République de Moldavie Republic of Moldova is in a process of change in which all the aspects economic, social, political, civic experienced a new dynamic in trying to adapt to present conditions. Administrative decentralization and local autonomy is one of the priorities of the Moldovan government. The decentralization process comes to giving local authorities powers and duties in three areas: political, administrative, organizational and financial. These powers need to be exercised in conditions of autonomy, involving freedom of decision making and the exercise of powers with respecting legality, provisions of national, regional and sectoral policies. -

Public administration reform in the Republic of Moldova: progress and challenges The article analyzes analyzes the public administration reform process in the Republic of Moldova. Starting from the fact that the issue of public administration efficiency is a global concern, a series of national policy documents, starting with 2005, have announced the need to improve the performance of public administration. At present, the Moldovan public administration faces a high degree of politicization, the exaggerated importance of procedures to the detriment of content, insufficient administrative capacity, lack of prioritization and outdated control systems for human resource management and public finances. -
Impact of international projects on the development of the library of the Academy of Public Administration of Moldova The development of a modern academic library is characterized by an increase in the speed of changes taking place in the information space, the education system and the scientifc communication, which have a signifcant impact on modern directions of library activities. In recent years, due to the implementation of information and telecommunications technologies, increased competition in the market of educational services, globalization of science and education, the emergence of scientifc projects, etc. in the higher education as a whole, as well as in the activities of the university libraries, signifcant changes can be observed.
